No documento, o juiz entendeu que &#8220;ap\u00f3s profunda an\u00e1lise dos autos, n\u00e3o h\u00e1 como reconhecer ilegalidades, seja curso do processo administrativo, que respeitou os tr\u00e2mites legais, ou mesmo na decis\u00e3o\/parecer emitido, sendo que n\u00e3o se pode reconhecer nenhum v\u00edcio formal ou material no parecer exarado&#8221;.<\/p>\n\n\n\n<p>O juiz julgou &#8220;improcedente&#8221; o pedido &#8220;incoativo&#8221;, extinguindo o processo com resolu\u00e7\u00e3o de m\u00e9rito, com fulcro no art. 487, inciso I, do C\u00f3digo de Processo Civil.
